Tourism in Japan has been a great success during the first cherry blossom season after COVID-19, with millions of visitors flocking to the country.
Many tour operators are warning of overcrowding, which can potentially spoil the experience for visitors and threaten the safety of tourists. While Japan has been easing restrictions on foreign visitors since October 2022, welcoming 3.8 million arrivals throughout the year, this number is significantly down from the record 31 million arrivals in 2019, of which about 9.6 million were Chinese visitors. The pace of recovery is expected to pick up in 2023, with domestic travel company JTB Corp predicting that there will be 21.2 million visitors to Japan this year. If this rate continues, Japan will meet the government's goal of welcoming 60 million visitors by 2030.
However, critics say that authorities have not used the three-year hiatus caused by COVID-19 to address problems related to overcrowding. Tourists are traveling to Japan in droves, and tour operators are experiencing a lack of trained and experienced staff, as many were forced to quit due to the travel industry's hibernation during the pandemic.

According to Statistics Canada, in March 2023, the number of tourists to Canada plus the number of new residents returning was 77% compared to 2019. Businesses surveyed also said they were unable to pay their debts that are expected to come due in the next two years, including borrowing through federal pandemic relief programs such as CEBA (Canadian Business Relief Account), RRRF (Regional Relief and Recovery Fund), or HASCAP (Canadian Credit Card Program).
