The cost of renting housing has skyrocketed in the capital city of Berlin, Germany, which is widely known for its trendy and affordable reputation. Unfortunately, this has resulted in a situation where people in need of housing have to fiercely compete with each other.

In a city where 84% of households rent, the lack of available homes to rent has had profound consequences.


Rental Nightmare: Berliners Battle Fierce Competition for Affordable Housing

A case in point is the story of a 33-year-old doctoral student from northwestern Germany who was forcibly evicted from his Berlin apartment by his landlord in the summer of 2022. In a desperate attempt to find a new place to live, he sent dozens of requests to real estate exchanges but found himself unable to secure a solution. Frustrated by the limited options, he attended house viewings where up to 50 people jostled for a chance to rent a small apartment. The experience of trying to find suitable housing in Berlin has become a highly stressful and daunting endeavor.

Recognizing the urgency and severity of the situation, the Berlin government has implemented measures to alleviate the pressure on people in need of rental housing. One of these measures is the implementation of rent caps and relatively strong tenant rights. These short-term efforts aim to ensure affordable and spacious housing for long-term tenants. However, despite these efforts, the rising costs and intense competition between newcomers and individuals forced to relocate for work persist.

For many years, Berlin was labeled as a "poor but charming city" with an abundance of affordable housing. This attribute attracted writers, artists, and progressives to the city, particularly in the aftermath of the fall of the Berlin Wall, when the population declined. However, over the past decade, a significant influx of newcomers, including tech professionals, medical workers, and refugees from Ukraine, has resulted in a surge in population. Berlin's population increased from approximately 3.4 million in 2012 to 3.8 million in 2022.

According to Deloitte, a leading auditing firm, inadequate housing construction in Berlin has led to a doubling of rental costs between 2018 and 2021. The average rent per square meter increased from 7.30 euros to 14.30 euros during this period. In certain sought-after districts like Friedrichshain and Kreuzberg, average rents have even tripled. While there has been a decrease in house prices in Germany overall, this has not alleviated the strained rental market. The continuous population growth continues to drive up demand for housing and subsequently increases rent prices.

Similar to other global European cities, experts widely agree that the only sustainable solution to alleviate the rental housing crisis is to construct more housing, including social housing. Regrettably, the federal government falls significantly short of its target of building 400,000 new homes annually. In 2022, only 295,000 homes are expected to be built. The shortage of housing is exacerbating due to rising inflation and higher interest rates, which have resulted in increased construction costs. These costs have rapidly doubled compared to inflation rates.

To overcome the ongoing struggle for rental housing, it is crucial to address the housing shortage by increasing construction efforts, particularly in the affordable and social housing sectors. By pursuing ambitious construction plans, Berlin can hope to bridge the gap between demand and supply, mitigating the need for intense competition and skyrocketing rental prices.

While the Berlin government has implemented measures like rent caps and tenant rights, these initiatives have failed to curb rising costs and intense competition.
