The demand for affordable housing in the UK is on the rise as living costs increase, while the supply remains limited. Many individuals are no longer interested in investing in rental homes due to high mortgage costs, which leads to a decline in available properties for rent. As a result, rent prices in the UK have reached their highest levels since the Office for National Statistics began tracking data in 2016. This surge in demand and stagnant housing construction has caused previously unaffected areas to grapple with an increase in homelessness.

One such example is Oldham, which used to offer relatively affordable rents. However, the city's homeless rate has nearly doubled the national average. Between January and April of this year, there was an 80% increase in homelessness compared to the same period last year. Similarly, the number of children living in temporary housing has also experienced a comparable growth rate. The government's latest statistics reveal a 10% increase in the number of children residing in temporary accommodations during the first three months of this year compared to the same period in the prior year. Experts attribute the housing crisis to the shortage of affordable homes in the UK.

The shortage of rental properties stems from various challenges faced by homeowners, including rising interest rates and high mortgage costs. These obstacles make buy-to-let investments less attractive, exacerbating the rental housing deficit. A report by real estate consultancy Savills earlier this year highlighted that net profits for investors in the private rental sector have plummeted to their lowest level since 2007. Changes in tax regulations combined with rising interest rates have contributed to this decline.

The consequences of this crisis can be seen in poverty statistics. Government data shows a 27% increase in the number of households becoming homeless due to homeowners selling their properties or raising the rent in the first quarter of 2023 compared to the previous year. Additionally, the number of tenants forced to leave their homes without violating their leases also increased by 41% during the same period. Experts argue that the freezing of the local housing allowance (LHA) in 2016, which provides rent support to low-income households in private rentals, has further exacerbated the problem. According to an analysis by the Institute for Fiscal Studies, only 5% of all private rents in England will be covered by the LHA in 2023.

Furthermore, Manchester has experienced a severe homelessness crisis in recent years as a result of booming housing demand. Rents in the city have surpassed LHA prices, leading to a 13% increase in the average rent for a three-bedroom house in 2023 compared to the previous year. The number of families without a home due to rising rents or landlords selling their properties has soared by 500% during the first quarter of this year compared to the same period last year, according to the Office for National Statistics.

To address this issue, the Ministry of Housing and Communities has allocated £2 billion ($2.4 billion) to Local Councils over three years to combat homelessness. The ministry emphasizes that Councils have a responsibility to ensure no family is left homeless and that government funding can be utilized to assist individuals in finding new homes. They also aim to work with landlords to prevent evictions and provide temporary accommodation if needed.
